Vehicle Turret 0° Deadzone rotation bug

Description: In armored vehicles (tested with IFVs and MBTs), small mouse adjustments are sometimes not registered when the turret is facing almost exactly forward between 0° and 360°. Reproducible on online training range and observed on live online servers.

Reproduction steps: Load into an online (or offline) server, take seat 2 in an MBT and fully zoom in. Very slowly rotate the turret left and right, sweeping over the 0 degree angle (relative to the vehicle).

The Issue has been noticed since the rewrite of the Turret Logic in Version 2.0 and is map/faction independent
