Bug: can jump through razorwire

Steps to reproduce:

1. find a wall or building about 2m in height that you can climb onto/over
2. place razorwire segment in front of the wall and build it
3. jump into the wire and try to climb the wall

Expected result:

Stuck in the wire, bleed to death.

Actual result:

I can climb the wall/building, rendering the wire obstacle rather pointless.
