We've seen the Mortar Technical, but lets see a Hell Mortar mounted on a Ural to improve the assault capabilities of insurgents.

why though? the mortar techie is already pretty useless and the hell cannon is already OP
You've already said why it needs to exist, it's a powerful vehicle that takes up what the mortar techie failed to do. It doesn't need to be on every layer, but on Insurgents attacking it would be an excellent siege weapon to clear enemy positions.
