Nah, it's useful in any mode, and your point about the factions isn't good because you'd always want to know who is who. The best case for use of ribbons is the current conflict and I think it should be implemented. It's not like your camo is removed.
But Squad is supposed to be milsim, its literally a simulation of the real world, so why not use distinguishable ribbons so you know who you need to shoot, just like in the real world? To me ribbons are a nobrainer...
Colored markings to ID friend from foe, are only utilized if you're facing a force that has similar or the same camo, equipment and weapons. The same as if the enemy has the same armor, they're ID's through markings.

What value would the ribbons add? Realism.
None of those factions exist in the game.
Only place it might be used is MIL vs. INS on a handful of layers.

It's literally not a simulation of the real world, bullets don't even use physics of real earth.
Because there is no ID issue in game, it's only your inexperience/lack of skill.
