Stutters when rotating camera

I have this problem for a few years now, it worked fine like 4 years ago, but after some update got completely broken for me. Game runs fine, but after like 30 minutes of gameplay I get heavy stutters when I am moving my mouse left and right. If I restart game then I can play normally for another 30 minutes. Tried all possible settings in game, settings in nvidia and windows, nothing helps.
