add serversetting "disableFOBdestructionTicketloss" boolean

in Project Reality (official Squad predecessor), a team would NEVER loose tickets when a FOB was lost. THIS current system explains EXACTLY why all Squad rounds over the past years have lasted 30-60 minutes shorter than all average Project Reality rounds!!! So I very strongly urge you to EITHER add ~100 tickets more to both teams on all RAAS layers, OR allow serveradmins to disable this fatal round-shortening FOB-tickets feature! Thank you!
