Did red dot sights change sometime in the past year?

I stopped playing about a year ago and recently started playing again, and I noticed this weird white mesh like thing over the red dot sights on the US Army. Is this an intended change? Is this a bug? Is there any way to reduce or lessen the intensity of the mesh? Thank you!
