This might help: Press Shift+ESC while in chrome or go to settings/more tools/task manager to see what is using your RAM and CPU. Is there any anomaly?

99% seems super high -- Chrome is a memory hog, but unless you're running some plugins or extensions, I don't think it should get anywhere near that. Could vary by processor, of course. Maybe run a spyware scan?

I have about 60 tabs open right now, running at maybe 2% CPU, but ~50% RAM.

I recently gave up on chrome because of the resource hogging. I've been trying out a browser called Vivaldi, I like it so far and it uses way less ram.
