Modding - What (Free) Softwares Might I need

To my knowledge, Blender doesn't have any major issues with UE4, in which you can do reskins (texturing.... although if you can get the original texture sheet straight out of UE4 you can just use photoshop/gimp/whatever to make your own texture sheet) and definitely for 3d modeling.

For terrain generation, I've seen some tools' names thrown around but I think many of them are licensed software (requires payment)

If you're a student Autodesk 3ds Max Educational software might be a good choice for you.

Don't know how it wasn't mentioned in first post already... :) World Machine for landscape generation. It has some limitations about size of landscape but still quite usable. That is software that Irontaxi used initially... don't know if it's still in use by dev team. I think you can find quick intro and landscape import into UE4 by Irontaxi on offworld twitch account (there are good youtube clips if you can't find this one).

 

GIMP is free and nice alternative to photoshop. Blender for 3D modeling.
